Nassau County's recent audit has uncovered a troubling issue within its retirement system, revealing that over 90 retirees have been engaging in 'double dipping' by receiving Medicare Part B reimbursements from both the county and their former employers. This practice, while seemingly small in number, has resulted in a significant financial loss for the county, amounting to approximately $1.5 million over two decades. The audit, conducted by the county comptroller's office, examined Medicare Part B payments for 10,240 retirees and 3,690 retiree dependents, identifying those who were receiving duplicate reimbursements. The findings highlight a critical oversight in the county's reimbursement policies, which only require coverage for Part B if the retiree or their dependent is not already receiving it from another source. This loophole has been exploited by these retirees, who are eligible for Medicare at 65 years or upon disability as defined by the Social Security Administration. The comptroller's office has taken action by sending letters to the identified retirees, confirming the issue and requesting repayment. While five spouses were able to prove their innocence, 39 retirees confirmed the issue, and 55 remain under investigation. The county has already recovered $258,172.30, leaving a substantial balance of $1.36 million outstanding. This issue is particularly concerning given the county's budget constraints, with the 2026-27 fiscal year budget standing at $4.4 billion. Nassau County Comptroller Elaine Phillips emphasizes the seriousness of the situation, stating that weeding out waste, fraud, and abuse is a primary focus of her office. She has implemented new controls to prevent future occurrences and ensure the eligibility of retirees' dependents before initiating Medicare Part B reimbursements. This incident raises important questions about the effectiveness of current policies and the need for enhanced oversight to protect public funds. The fact that this issue has gone unnoticed for so long is a cause for concern, suggesting a deeper systemic problem that requires thorough examination and reform. The county must take proactive steps to prevent similar incidents in the future, ensuring that its retirement system is fair, transparent, and secure for all its retirees.
